The Roads Authority is headed by a Chief Executive Officer. There are four Departmental Directors – Construction, Planning, Maintenance, Finance & Administration. This is senior management which deals with policy and strategy. Below the Directors are middle managenemt that ensure policy implementation.
Engineer Emanuel Matapa holds a Bachelor of Science Degree in Civil Engineering from the Polytechnic, a constituent of the University of Malawi and an MBA obtained from Eastern and Southern Africa Management Institute (ESAMI). He is a registered Engineer and is a member of Malawi Institute of Engineers. He has over 18 years experience in construction industry. Before joining the Roads Authority, Engineer Matapa worked as a Management trainee at the then Malawi Railways (1994 Ltd). He also worked as a Works Engineer at Central Eastern Africa Railways(CEAR) before joining the then National Roads Authority in 2001 as a Project Engineer in the Road Maintenance Department . Eng. Matapa rose through the ranks from Maintenance Engineer to Chief Engineer responsible for Construction projects. Eng. Engineer Sam Kadangwe is the Director of Construction. He holds a Bachelor of Science Degree in Civil Engineering from the University of Malawi – the Polytechnic and a Master of Science Degree in Construction Management from Nelson Mandela Metropolitan University in South Africa and an MBA obtained from Eastern and Southern Africa Management Institute (ESAMI). Eng. Kadangwe has worked for Roads Authority in various portfolios both in Maintenance and Construction Departments. He joined Roads as Project Engineer and was promoted to Regional Engineer and then Chief Engineer. As Chief Engineer he was the head of Roads Authority Regional Office (South) responsible for managing the entire road network for the Southern Region of Malawi. Eng. Kadangwe has over 20 years experience in the construction industry.
Auda Msiska is a certified public accountant and joined Roads Authority in January 2000 as Chief Accountant before rising to the position of Director of Finance and Administration. She holds a MBA obtained from Jackson State University, Mississippi, USA and a BComm (Accountancy) from the University of Dar-es-salaam (Tanzania). Auda is a member of Society of Accountant in Malawi (SOCAM) and a Member of Eastern, Central and Southern African Federation of Accountants.
Auda previously worked for TEVET as Director of Finance and National Family Welfare Council of Malawi as Chief Accountant. She was also an External Auditor under Tanzania Audit Corporation. Email: firstname.lastname@example.org
