Stamp out Corruption

The split of National Roads Authority (NRA) has established two entities with separate and distinct management, board, secretariat and functions. The Roads Authority no longer collects and handles funds. The function of collecting, mobilizing and distribution of funds is now in the hands of Road Fund Administration (RFA).

The RA’s new mandate is to come up with construction, rehabilitation and maintenance projects called Annual National Roads Programmes (ANRP) and its corresponding budget as well as implementation strategy of the same. The RA also prepares its operational costs (other recurrent transactions). These are presented to RFA for funding. The Roads Authority monitors moneys given for each project to ensure that the funds are well utilized within the provisions of a contract by approving progress reports and certificates for payment by RFA.

As a statutory requirement, RA accounts are audited every year.
