Accelerating Malawi’s Economic Growth
The Roads Author­i­ty was estab­lished in 2006 by the Roads Author­i­ty Act (Cap 69.07) to ensure that pub­lic roads are con­struct­ed, main­tained or reha­bil­i­tat­ed at all times; and to advise the Min­is­ter and, where appro­pri­ate, the Min­is­ter respon­si­ble for Local Gov­ern­ment on the prepa­ra­tion and the effi­cient and effec­tive imple­men­ta­tion of the Annu­al Nation­al Roads Pro­gramme referred to in sec­tion 22 of the Roads Author­i­ty Act. The Roads Author­i­ty Strate­gic and Busi­ness Plan serves as a roadmap for the Roads Author­i­ty for the next six years from 2025 to 2030. It clear­ly high­lights the Authority’s vision and mis­sion and aligns them with the Authority’s man­date through six strate­gic out­comes includ­ing; opti­mised preser­va­tion of road infra­struc­ture and improve­ment and expan­sion of road net­work, increased com­pli­ance with leg­is­la­tion and guide­lines on road infra­struc­ture devel­op­ment, enhanced research and inno­va­tions, enhanced and improved oper­a­tional effi­cien­cy of roads author­i­ty, and enhanced road asset management. 

The Strate­gic and Busi­ness Plan is a tool for real­is­ing the long-term Gov­ern­ment aspi­ra­tion of Malawi as out­lined in the Malawi 2063. The Plan oper­a­tionalis­es the First 10 Year Imple­men­ta­tion Plan (MIP‑1) (2021 to 2030) that aims to trans­form Malawi into a low­er mid­dle-income econ­o­my by year 2030. The Plan also iden­ti­fies objec­tive per­for­mance mea­sures spe­cif­ic to the goals and objec­tives set out in the Nation­al Trans­port Mas­ter Plan (NTMP) (2017–2037), the Com­pre­hen­sive Medi­um-Term Imple­men­ta­tion Frame­work (CMTIF) and the Nation­al Trans­port Pol­i­cy (2019).
